Ed, to be honest, I'm not positive I have to use MSXML. My company is
developing asp.net. I am creating html reports from XML that is
generated from out .net apps. We have clients that will be using the
Stylesheet and even altering them. Can I used Saxon? What is the
benefit? How different would setup be for our clients if we used Saxon
as opposed to MSXML?

If you're tied to MSXML 4.0 -- or even to MS XSLT processing more
generally
-- you certainly don't need to worry about XSLT 2.0:

Just to clarify, I must use the MSXSL 4.0 (parser?). Still pretty new
to this. Not sure if that changes anything.

You can use saxon in xselerator, just search for 'saxon' in the help
index for the settings.
I'm just curious about what tool to use for creating XSL. I
am currently using Xselerator from MarrowSoft. It seems that
it only supports XSL v1.0. I understand there is also XSL
2.0? What tool can I get for the $200 range.
