No (in XSLT 1.0), but you can use the xsl:attribute instruction and perform
a for-each inside it.

<xsl:attribute name="href">
<xsl:text>page.jsp</xsl:text>
<xsl:for-each select="...">
<xsl:choose>
<xsl:when test="position() = 1">?</xsl:when>
<xsl:otherwise>&</xsl:otherwise>
</xsl:choose>
