Does xalan really not error on that?
without any nested xsl:templates?
I can't really guess what a nested template would mean.
Just deleting
<xsl:template match="report">
and the matching
</xsl:template>
and adding an outer level xsl:stylesheet element woul dmake your
stylesheet correct xslt.
