I could not find any operators or functions in XPath 2.0 which could
do this directly.
You just need:
adjust-time-to-timezone(current-time(),xdt:dayTimeDuration('PT0H'))
where xdt is
xmlns:xdt="http://www.w3.org/2005/04/xpath-datatypes";
