I'd say FALSE, because it cannot handle this XML document properly:

The result of the transformation is:

I would suspect the results of consecutive passings through an identity
transformation to be stable (or to oscillate at least).
The proposed transformation, on the contrary, when fed with the sample input,
will result in exponential growth of the result tree.
