I don't think it is possible without declaring the namespace in the XSL
stylesheet root element, right?
Even in xsllt 1 you can do
<xsltemplate match="/">
<foo>
<xsl:copy-of select="//*/namespace:*"/>
and pull all the namespaces to the top
