Re: encoding on parameters for document function (using saxon)

To me it seems potentially full of confusion. Why on earth re-use an
existing term with a completely different meaning (URI reference),
when the term IRI -reference already exists with the required meaning?

It's traditional usage of "URI" in XML-land though isn't it?
Eg the xml spec itself says....

System identifiers (and other XML strings meant to be used as URI
references) MAY contain characters that, according to [IETF RFC 2396]
and [IETF RFC 2732], must be escaped before a URI can be used to
retrieve the referenced resource.
