OK I must say that the concept of "wannabe URI" seems
dangerous to me :)
Does the spec now define precisely how XSLT processors should
discover what you
mean by "wannabe URI"?
Well, nothing to do with URIs is ever totally unambiguous, but take a look
at the definition
http://www.w3.org/TR/xslt20/#uri-references
and see if it seems precise to you.
