If you think its not really feasible to parse a plain text
citation into a marked up version then that's good feedback -
it could well be that a percentage need to be done by hand.
Actually, I strongly suspect that you could go a long way towards automating
this. It's not easy, and you'd have to do some manual clean-up, of course,
but if you've got a large volume to process then it may be worth doing.
