Local-name returns "code"

that's what local means in local-name() you could use name() but it is
much better to use the self axis or template matching than testing names
for strings which is likely to be less efficient, and if you use name()
unrelaiable as namespace prefixes can not be guaranteed (in theory,
although they are in practice)
