I do not see it as a limitation however, since any programming task
can be seen as a data transformation. It might be part of the
greatness of XSLT that it gives you a focused perspective on exactly
that, and provides the most relevant tools to solve this complex task
without all the bells and whistles coming along in other programming
languages.
