This really is a DocBook question.  The code that
you provide is largely
explained at

although it looks to have become a bit more
complicated since the
current update of the book was published.

Your best option would be to ask on the docbook-apps
mailing list (see
http://www.docbook.org/help), and a second-best
option would be to look
at the 'autolabel.format' template and your value of
'section.autolabel'
to see how they end up adding the '.'.
