I want to create cross referencing using xref to hotspots in a graphic. So if I
have a full car graphic and I wanted to select only the wheels, I want to be
able to say Fig 101 [wheel] and this link should take me to the wheel portion
of the car. The grpahics have the hotspots in built in them and each hot spot
(in this example a wheel) have their own id.

Is there any way to cross reference hotspots on figures

What are you trying to do?
<basic-link> will create a hyperlink in a PDF file
from your content
to an anchor in the PDF file or outside of the PDF file.
But what do you mean by "hotspots" in figures in
a final form such as PDF?
