No, you have to adjust the date time to UTC and format that.

This is the example I have in my training material for displaying UTC:

 format-dateTime(
    adjust-dateTime-to-timezone(current-dateTime(),
                                xsd:dayTimeDuration('PT0H')),
    '[Y0001]-[M01]-[D01] [H01]:[m01]z')
