[xsl] RE: [saxon] XTSE0020: character attribute must be a single XML character

For the below character, I am getting the error message saying that  "
XTSE0020: character attribute must be a single XML character"

<xsl:output-character character="&#x2126;;" string="&amp;ohm;"/>

when I checked in the unicode site for the current the values 
are correct.  Where I am going wrong.
