What other or better approaches do we have, something that will be
easy to implement in both the XSLT and in the general purpose
programming language part of the project?

lots:-)

for example if the original filenames are say just a-z0-9 then you could
use some random permutation, eg

translate($name,
'abcdefghijklmnopqrstuvwxyz0123456789',
'opqstuavwk7mxyghijlr6z01234cbd5ef89n')
