Yes, translate() in XSLT is liked build for the problem, but I don't
think C# has something similar.
you could always call system or saxon's xpath api from c#:-)
otherwise c# does let you go from strings to lists of integers
so you could do string-to-codepoints() then do some numeric conversion
(eg rot14 encoding) and convert back, and then mimic that in c#.
