I think that depends on what users you are working with. There are
markets in which the enhancements available in RNG and XSD are
of minimal value and the challenges of working with them are
significant. For these people the combination of DTD and Schematron
is meeting their needs very nicely. And yes, they are creating
new DTDs and new Schematrons on a continuing basis.
