Not sure that I understand the CSS reference but anyway, if you set up
your defaults
<xsl:template match="zzzz">
<fo:block font-size="12pt" font-family="sans-serif" color="blue">
then if a file exists you can apply templates to (re)set the attributes
<xsl:if test="doc-exists('user-style.xml')">
<xsl:apply-templates
select="doc('user-style.xml')//bloc[@class='zzzz']/*"/>
</xsl:if>
where user-style.xml is something like
<block class="zzzz">
<param name="font-family" value="Times"/>
<param name="color" value="green"/>
</block>
and you then just need
<xsl:template match="param">
<xsl:attribute name="{@name}" select="@value"/>
</xsl:template>
