My best guess is that your startup script points to /etc/fetchmailrc
rather than /home/user/.fetchmailrc.  Since there is nothing in
that file, fetchmail exits.My preference is to keep it that way and
configure it so it polls the correct remote mail box and dumps it
into the proper /var/spool/mail/user, but you can change the script
/etc/rd.d/init.d/fetchmail to point to whatever config location you
want.

I know this sounds like a wild question, but I had to ask.  If a
connection must be establish before fetchmail is activated, then why
have the /etc/fetchmailrc script during bootup?

The connection is not necessary, but without a config file that tells 
fetchmail what servers to connect with, it has no reason to start. With the 
proper config, it will start even if you aren't yet connected to the 
internet.  It will log the temporary DNS failure but the next time it is set 
to fetch, if you are then conected, it will do so.
