Re: remove X.400 types

I agree about removing the X.400 parts from RFC-XXXX.

Our job is only to make it easy for them to be fitted into RFC-XXXX.

X.400 parts for RFC-XXXX can simply be defined in the sucessor to RFC1148.

Unfortunately, we cannot get a reading on this from Steve Kille until
May 20th, sicne he is off now on his Honemoon (without a computer)
till then.
