Considering BASE and ONE: I think the basic thing is "plain text"
and the fundamental requirement, and also the offset for all of this
discussion. All the other nifties are add-ons, and really not that needed.
This was also the common opinion at the NETF meeting.
So the BASE RFC should specify extended character set support for
"plain text". The others can wait.

But then again these are non-American views and maybe not that interesting....
