No, this is not official yet. The Japanese locale definition is still
a draft, not a standard.

OK, reworded: In the draft Japanese national POSIX locale presented 
in international fora, JIS uses the mnemonics for japanese Kanji,
which is also used in the Internet Mnemonic format.

there are to date no official national POSIX locale from any
ISO national member body.

My point is that Mnemonics have got CJK support and that these mnemonics
are good enough to be of use to JIS (the Japanese member body of ISO).
