My view on the proper location of discussions:

If the discussion is really about the way of fitting a thing into
MIME usage, then I think ietf-822 is an entirely reasonable location
for the exchange.

If the discussion REALLY is about how to formulate an encoding standard,
e.g., what NETFAX just went through, then it probably needs its own list,
since the energy of the discussion is likely to have more to do with
the specialty of the content, than the MIME-related details.
