simplemail draft RFC available

Evan Kirshenbaum and I have prepared a draft proposal for a new markup
language for MIME text.  It is based on existing Internet usage, and is
designed to be presentation-friendly for people with MIME-ignorant mail
UA's.  This message is written in it.  *Comments welcome!*
