By definition, an rfc822 message is a mime message if and only if it has a
Mime-Version header.
A message/rfc822 part is required to be an rfc822 message. There is nothing
that says it must also be a mime message. Thus it follows that if the
message/rfc822 part has a Mime-Version header, treat the part as a mime
message. Otherwise, you cannot.
