where "+1" indicates the IDDD country code, and the
remaining string is a telephone number within that
country.

is it necessarily the case that _all_ telephone numbers
associated with pagers will _have_ international access, and
thus have international numbers? Without that international
code disambiguation seems hopeless.
I suppose one should defer the Q of interplanetary telephony
to a later spec :-).
