I'm going to quibble with this statement because of the history of
heat and misunderstanding that has accompanied the character set
discussions over the last 2 years.
10646 (and others) were not included because they lacked *highly*
pervasive USE. Simple, formal status was decided by the wg not
to be a criterion. The wg chose an even more conservtive approach,
listing in Mime only specs that are in relatively heavy use. This
was deciced because non-listing does not prevent registration with
IANA and does not prevent use. Rather, the wg did notwant to enter
into the characterset fray.
