Argghhhh........
it seems that we need *two* mechanisms:
1) mimemail:content-id - for absolute reference to this content, and
no other. Might even be used for reference to parts of *other*
messages!
2) mimemail:relative-path - for reference to another part of the same
message, whether it uses Content-ID: or not.

Things we need to clarify:
- Is the syntax/semantics the same for entering a Multipart as for entering
a Message/RFC822?
- How do we treat external bodies?
And to think that I once thought this was simple....
