I fear that we are getting redundant in this exchange.  This is not a sign
of progress.  Nonetheless...

IN the absence of Mime as part of the message, that is correct.

Interpretation of rfc822 should not depend on the existence of charset label.

The charset label is part of Mime.  The Interpretation of RFC822 headers is
not dependent upon Mime.  The interpretation of "interesting" message
bodies very much IS dependent upon the use of Mime, if that interpretation
is be conform to standards.  RFC822 is wholly and completely inadequate for
the pursuit of variable styles of message bodies.  That is why Mime was
developed.
