There is one operating system I am aware of, Archimedes RISCOS, that
uses '.' as a directory separator.  I don't think truly portable
filenames are going to be interesting enough to worry about.

I can think of some cases, such as a MIME shar-equivalent, where I
would likely want to include relative path information in the filename
