Just to anticipate a basic question:
1. What is the (size/extent of) the installed base that supports the
documented MIME behavior?
2. What is the (size/extent of) the installed base that supports the
differing HTTP behavior?
I have no idea what either number is, nor do I think its especially relevant,
since the necessary changes can be made in such a way that it will have minimal
impact on the installed base of either one. (Note that this is only possible if
the changes preserve the unique aspect of content- headers, as entire
conversion strategies will have to be abandoned should this characteristic be
