From RFC 1847 forbids 8-bit and binary in a multipart/security.
RFC 2821 is a bit more strongly worded than 821 in forbidding changes by
"relays". But an MTA which does upconversion is a gateway rather than a
relay. RFC 2480 applies to gateway MTAs.
