The question is whether hosts WITH IPV6 SOFTWARE also have to suffer the
administrative hassle of obtaining new addresses---non-IPv4-compatible
IPv6 addresses.
for hosts that have v4 addresses and 6to4 support, there's no administrative
hassle. they can simply use 2002:[v4 addr]::1
