The 8ITMIME *extension* is not supported everywhere.  And while utf-8, or
any other 8-bit charset, can be used in the bodies of articles and in
the bodies of MIME message parts. it cannot be used without encoding via
the established RFC 2047/2231 methods in message headers or in MIME entity
headers.
