in the current Usefor draft where 2047 is inapplicable...

No, you referred to "newgroup tags", a curious and non-standard phrase
which has nothing obvious to do with newsgroup names.  You may think that
was "clearly" a reference to newsgroup names, but it certainly wasn't
clear to me.

Usefor charter *at all*...

Except under the part about non-ASCII characters in headers.  "Newsgroups"
is a header, and an important one at that.  Or are you arguing that the
charter only refers to some headers?  My understanding is that the charter
wording was most definitely intended to include "Newsgroups" as a header
which needed non-ASCII support -- indeed, one of the most urgent ones,
since non-ASCII newsgroup names are already in substantial use.
