You might want to read the IMAP archives where the decision to use
modified UTF-7 for mailbox names was made and some of the feedback
there. The IMAP mUTF-7 goals are close enough to yours that you could
just adapt it and at least make one group (IMAP client/servers)
easier. But the IMAP community in general seems like it has been less
than thrilled about the mUTF-7 mailbox names.
I wonder if they would have been more thrilled about using punycode
instead of UTF-7, had it been proposed at the time.
