Message-ids are not nearly as deeply and usefully and broadly used as we
had expected them to be.  However, they ARE used, to good effect, for
duplicate detection and for thread construction.

When looking for utility, please include the layer ABOVE the usual IETF
protocols.  Think of it as the User-to-User protocol.  It's the one that
users actually care about.  The rest is just support infrastructure.
