To the extent that they are used by people, simpler is better even
more so.
The extreme case would be restricting the left side to
dot-atom-text only (for generation), getting rid of
no-fold-quote. Does anybody have a problem with that?
It would certainly simplify the ABNF, and the semantics
would be a bit simpler to implement.
