Is the "Goofy" in "GoofyCode" supposed to be longhand for "q"
(as in "Goofymail") or for "djb" (as in "Goofydns")?  If

I am avoiding entering this discussion in general. However, as a
non-combatant reading it, it is perfectly obvious to me that what Dan
means by "GoofyCode" is "one of the many non-UTF-8 encodings that has
been proposed", such as Punycode or whatever.
