Evidence, please. Exim has always been 8-bit clean by design. (But I am

Ah. Perhaps you mean 8-bit bytes in the envelope, not in the message.
Indeed, Exim refuses to handle those if they occur in the domain because
it enforces the RFC 2821 rules (letters, digits, hyphens, dots only).

The reason this has not been "fixed" is that I have not been keeping up
with this issue (joining the discussion is clearly a sink of time).

Now that you have brought to my attention the existence of some
facilities whereby UTF-8 envelopes can be tested, I will do some
experiments when I get time. My inclination will be to add such a
facility to Exim as optional, because, sure as eggs are eggs, somebody
won't want it. This is, after all, a religious war...
