No. The choice is go with UTF-8 in headers and be opposed or try to
make news comply with RFC 2822 and be opposed. There is no option that
won't have opposition. And UTF-8 is not the only area of contention.

Instead of asking whether each possibility will be opposed, we need to
ask whether the reasons given for the opposition make sense in the
context of Usenet and whether the IESG and IETF will consider the
opposition to be reasonable.
