The the UA should record the capabilities of the SMTP server for that account or default to a 7bit domain CTE.

There may be multiple MXs with differing capabilities.
Moreover, a UA on a portable device may have multiple
connection options, e.g. an ISPs SMTP server used as a
relay when on the road, and an office SMTP relay when
at home base; the capabilities may differ, and it may
not be known which will be used to send if the message
is being composed when truly off-line.
