yes, constraints on the right-hand side are pretty well established.
that's why i only asked about the left-hand side.
The right-hand part of a message-id is *operationally* independent from
the envelope limits, since the message-id can refer to a host that doesn't
accept mail (and therefore doesn't need to use the addressing limits for
the domain name). So, the maximum size of the right-hand of the message-id
is the maximum size of a domain name, not the addressing limits.
My math is:
998 one unfolded line
- 12 "Message-ID: "
- 3 "<" and "@" and ">"
- 255 maximum domain name length (actually 254 but...)

= 728 octets safest maximum left-hand size
