The problem ist not monoligualism but monoscriptualism. Even developers
that have heard of other languages don't have an idea about non-Latin
scripts (or even scripts that need other characters than thos from the
Latin-1 repertoire).
A German developer speaking German, English, French, Spanish and
Italian does not know anything about the problems of a Czech user who
needs Latin-2.
