In the case of -t, yes. I disagree in other cases because in those
situations it is not known to be a submission. The message may have come
in via UUCP, or be coming back from a virus scanner or mailing list
exploder.

I think the same sentiment applies to Sendmail as to mothers.
Besides, people tell me that different versions/configurations of
Sendmail behave differently, though I have no direct evidence to support
this, so it may or may not be true.
