Right, it would change the optimal spamming approach.  The trick to
efficient spamming would then be to target users of large ISPs, and/or
to target individual users for multiple spams on behalf of multiple
spammer clients.

For larger sites (hotmail, verizon, aol, etc) with millions of users
it wouldn't present much of a barier.  But it should reduce the spam
load for users of smaller ISPs and sites with smaller numbers of
users.

Of course this is all presuming adaptive behavior of spammers, perhaps
they would in practice avoid the cost in other ways (eg either violate
ISPs AUPs, or run their own RMX server).
