false.  snail mail spam exists despite having significant costs associated

regardless of the return.

---- False. If cost exceeded return it would not exist. Basic economics.

politician
solicitations. No measureable return and since only one politician can win
and
the others lose, some get no return however intangible to measure

 
------- False. Return = Value- which may or may not be directly monetary but
somebody is making money somewhere over and/or above the cost of the
service. (Trying to imagine a broke politician)
