In the large scale, perhaps. But when you realize that every receiver
list is tantamount to a mailing list, and things like web-based chat
groups don't scale down to the small, you'll realize that the overall
number of mailing lists are unlikely to go down.
So, whatever we come up with should be compatible _at least_ with BCP in
mailing lists.
