Obviously, this will require a different protocol than SMTP.
What you have described is available on several different web BBS
systems right now. So, the new protocol is just HTTP and the new MUA
is just your browser.
This idea isn't taking off that quickly, but the fact that some people
are going back to having several different ways of sending and
receiving "email" tells you how bad the spam problem is. *sigh*
